The Water & Sewer Departments are managed by Terry Crowle, who is employed by the Village.


Sewer Department:
The Village provides waste water disposal services at the Wast Water Treatment Plant. The plant has been updated since it was constructed and the activated sludge facility has a capacity of 400,000 gallons per day. A recent upgrade in the amount of $142,200, added a sludge press. The Ohio Public Works Commission granted the Village an interest free laon for ten years to pay $84,318 and the village contribution was $57,882. Sewer is billed at a flat rate quarterly.

Water Department: Water is furnished by the municipally owned water works. Water is pumped from two separate wells as needed to an overhead water tank of 100,000 gallon capacity. It is estimated 400,000 gallons per day are available with an average daily usage of 120,000 gallons. Water is treated with chlorine at each well site with distribution through 4, 6, and some 8 inch water mains. Water is billed at a flat rate quarterly.

WATER RATES (Ord. #626)

Definitions
  1. Water Fund - Used for the daily operation and maintenance expenses.
  2. Water Capital Improvement Reserve Fund - Used to pay current debt services and start to save and play for needed improvements for the future.
  3. Water Repair/Replacement Fund - Used for repair and replacement of equipment and infrastructure.
  4. Water Emergency Reserve Fund - Used to operate the water system for 90 days in case of a true emergency, not poor planning. Funded by the Water Fund with payments to maintain 90 days of expenses.

Flat Rate Structure (2012)

In town rates $22.00 per month
  1. Water Fund (WA) $17.00
  2. Water Capital Improvement Reserve (WC) $2.50
  3. Water Repair/Replacement Fund (WR) $2.50

Out of town rates $27.00 per month

Metered water accounts will be charged $2.60 per 1000 gallons used per billing cycle as of June 1, 2012 to be billed July 1, 2012. The Water Capital Improvement and Water Repair/Replacement funds will be billed at: VanCrest of Convoy 13 units each per billing cycle. Crestview Schools 25 units each per billing cycle for 2012 June billing through December billing, 40 units for 2013 and 50 units in 2014 thereon per billing cycle.

The rate structure will be reviewed annually by the Council, and on the 1st day of the year the rates will automatically increase at a minimum of 3% beginning January 1, 2013.

Water furnished by the Village of Convoy shall be used for the consumption of the customer, members of his household or business. Customer shall not sell or permit the hauling of water from their residence out of town unless approved by the Board of Public Affairs.

WATER TAP FEES (Ord. #626)

This section covers the installation of water lines from residences to water supply link at curb side.
Applications for service from the village shall be considered upon the following conditions:
  1. Applicants who are contiguous to the village,
  2. Must be annexed to the village before they can receive service,
  3. Obtain tap permit from Village Clerk and pay tap fee and deposit as follows:
    1. Type Size Inside Village
    2. 3/4" $750
    3. 1" $850
    4. Larger than 1" time and materials
All cost pertaining to the installation of a new water service line will the responsibility of the property owner.
